Under the altered circumstances it is desirable that the Fleet School be subject to inspection by the Inspector of Schools, though possibly subject, if thought desirable, to some kind of Governing body.

The lower school, on the other hand, should be conducted on lines prescribed by Dr Eitel and should continue to be inspected by him. It might be placed in charge of one of the under masters; but if so, the latter should take his instructions from and communicate with the Inspector through Dr Wright.
